Behind the Whitehorse Road frontage sits an industrial precinct of around 270 lots, mostly car repair, wholesale and manufacturing, with office and warehouse units on streets such as George Street.
Each has its own considerations. Several heritage-listed sites sit near Blackburn station, where internal changes do not need a heritage permit but signs, external alterations and street-visible heating and cooling plant do. In the industrial precinct, most buildings date from 1950 to 1989, so asbestos has to be identified before refurbishment disturbs it. Whitehorse Council's strategy also notes the precinct is reached only from Whitehorse Road, with streets that dead-end at the railway line, so trade parking and deliveries need planning.
